For the past two years, the communities of Kalyani Nagar, Wadgaonsheri, and Koregaon Park have been grappling with disruptions caused by local pubs. Residents report excessive noise pollution, illegal expansion onto public spaces, and a variety of public safety hazards, yet their repeated pleas for help have been met with inaction and indifference from local authorities.

The core issues cited by the community include unbearably loud music extending beyond legal hours, which defy Supreme Court guidelines on noise levels. Additionally, these pubs have encroached on public areas, causing traffic congestion and posing risks to pedestrian safety. Parking violations by patrons frequently block emergency access, increasing the danger during crises. Moreover, poor sanitation around these establishments and potential fire hazards due to non-compliant structures are among the other significant concerns raised.

Residents have documented cases of underage drinking, substance abuse, and aggressive behavior linked to these venues, further urging for strict enforcement of existing laws. However, despite extensive efforts to engage with city officials and law enforcement, tangible change remains elusive. Community members believe political pressures undermine regulatory actions, as evidenced by the transfer of proactive officers and legal stalling tactics by business owners. 

Disillusioned by the lack of responsible governance, the community’s trust in the electoral process is waning. With local elections on the horizon, residents express little hope that their concerns will be prioritized by any political party. In a bold move to signal their frustration and demand accountability, many are considering boycotting the upcoming vote until decisive action is taken to restore peace to their neighborhoods.

This ongoing conflict highlights a broader issue of commercial interests clashing with residential rights, underscoring the urgent need for effective political leadership and governance to bridge the divide and protect citizens’ quality of life.

The issues are:

1) Loud Noise/Music:

These establishments operate well beyond permissible hours, violating Supreme Court rulings on noise levels and time limits. The loud and thumping sound from boom boxes and amplifiers exceeds permissible decibel levels, causing distress to residents.

2) Encroachment of Area:

Several hotels have illegally expanded their properties onto public spaces, encroaching upon footpaths, parking lots, and other areas. This leads to traffic congestion and poses safety hazards for pedestrians.

3) Parking Violations:

Patrons of these establishments often park haphazardly, blocking entry/exit gates of societies and causing traffic congestion. This also creates risks during emergencies, such as fire incidents, by obstructing thoroughfares for ambulances and fire engines.

4) Sanitization:

Many restaurants fail to maintain hygiene standards, leading to health concerns for residents. Garbage is often dumped openly, and complaints to restaurant owners go unaddressed.

5) Fire Hazards:

Restaurants operating on rooftops pose significant fire risks, especially when overcrowded. Plastic sheets used for covering spaces, as seen in venues like Elephant & Co, could easily catch fire. Immediate fire audits are necessary to prevent future incidents.

6) Other Serious Issues:

Underage drinking, hookah being served to minors, violent incidents, drug consumption, and bullying of residents by owners/managers are rampant. Despite complaints, no action has been taken. The recent increase in violence is alarming.

We are disappointed by the lack of political will to address these issues. Residents demand that pubs adhere to laws, including those regarding noise pollution and illegal operations till 6 am.
